Irvin E. Zeitler Jr., D.O.
Dr. Zeitler, of San Angelo, is a board certified family practice physician at Shannon Medical Center, where he serves as Vice President of Medical Affairs. He graduated from the University of Texas at Austin with a B.S. in Pharmacy and earned his medical degree from the University of North Texas Health Science Center at Fort Worth. He completed his family practice residency at Texas Tech. Dr. Zeitler is a member of the Texas Medical Association, a Fellow of the American Academy of Family Practice, and a member and former board member of the Texas Osteopathic Medical Association. He previously practiced in Stamford, Texas, and served as Medical Director of Shannon Clinic. Dr. Zeitler served on one of the Medical Board's District Review Committees from 1988 until his appointment to the board. Dr. Zeitler is president of the board. |

Michael Arambula, M.D., Pharm.D.
Michael Arambula, M.D., Pharm.D., is a San Antonio physician. He received a doctor of pharmacy from the University of Texas at Austin and his medical degree
from the University of Texas Health Science Center at San Antonio, where he completed his residency in psychiatry. He has fellowship training in forensic
psychiatry from Rush Medical College in Chicago and is board certified in general psychiatry and forensic psychiatry. Dr. Arambula is a clinical associate
professor of psychiatry at the University of Texas Health Science Center at San Antonio, a member of the American Psychiatric Association Task Force to
Revise the Ethics Annotations, and an Associate Editor for the Journal of the American Academy of Psychiatry and Law. He is also a member of the
American Medical Association, the Texas Medical Association, the Bexar County Medical Society, the Texas Society of Psychiatric Physicians, the Bexar County

Julie K. Attebury
Julie K. Attebury, of Amarillo, received a degree in biochemistry from Rice University and an MBA in finance from West Texas A&M University. She is a business consultant for the Small Business Development Center in Amarillo. Ms. Attebury is chairman of the Amarillo Area Foundation, past president and board member of the Governor's Commission for Women, and past president of the Amarillo School Board. She is a past member of the Texas Tech Medical School Research Institute board and Community Health Initiatives Committee. |

David Baucom
David Baucom, of Sulphur Springs, is a private pilot and president of Baucom Insurance Services Inc. He is a member of the Independent Insurance Agents of Texas, a founding director of First American Mortgage Company and a past director of First American Bank. He is also president of the Sulphur Springs Chamber of Commerce, a past member of the Sulphur Springs City Council, past mayor of Sulphur Springs and president of the Sulphur River Basin Authority. He is director of the Hopkins County Healthcare Foundation. Mr. Baucom received a bachelor’s degree from Baylor University and has served in the U.S. Army and Army National Guard. He served on the Texas Medical Board's District Review Committee from 1986 until his appointment to Board. |

Patrick J. Crocker, D.O.
Dr. Crocker, of Austin, is chief of emergency medicine for emergency service partners in the Emergency Department of Dell Children’s
Hospital, and an assistant clinical professor of emergency medicine for the University of Texas Medical Branch. He is a member of
the Seton Board of Trustees and Take Heart Austin Steering Committee, and is a fellow of the American College of Emergency Physicians.
He is also a member of the Travis County Medical Society and Texas Medical Association, and chair of the Austin/Travis County EMS
Quality Assurance Board. Dr. Crocker served in the U.S. Army, and received a bachelor’s degree and master’s degree in nutrition
from the University of California at Berkeley, and a doctorate of osteopathy from the University of Iowa Health Sciences College
of Osteopathic Medicine and Surgery. |

Patricia S. Blackwell
Patricia S. Blackwell of Midland has served on the
Texas Medical Board as a public member since 2002. She served six years on the
Texas State Board of Dental Examiners. She is a member of the Midland Coalition
and a member of the Petroleum Museum’s Santa Rita Club. Ms. Blackwell was
appointed by the Midland City Council to the Midland Center Board, and she
serves as secretary for the Palmer Drug Abuse Program Board. |

John D. Ellis Jr.
Mr. Ellis is a Houston attorney. He was General Counsel for the Armed Forces Institute of Pathology in Washington, D.C., and has been an adjunct associate professor at the U.T. Houston Medical School since 1975. He was a Distinguished Military Graduate of The Citadel and served 10 years in the Army. He graduated from Southern Methodist University School of Law and George Washington Graduate/Medical School with a Masters of Science in Forensic Science, followed by an LLM in taxation. Mr. Ellis served on the State Bar of Texas Board of Directors and currently serves on the Houston Bar Association Board of Directors and the American Bar Association House of Delegates. The United States Department of State has appointed Mr. Ellis Consul General for the Republic of Malta. He is a member of the Development Council for the UTHSC-Houston and is a member of the Dean’s Advisory Committee for U.T. Medical School. He is a member of the Board and Lifetime Vice President of the Houston Livestock Show & Rodeo. |

Manuel G. Guajardo, M.D.
Dr. Guajardo is a board certified obstetrician-gynecologist who has practiced in Brownsville since 1987. He attended
Texas Southmost College (now the University of Texas at Brownsville), and received a B.S. in biology from the
University of Texas at San Antonio. He received his medical degree from the University of Texas Health Science Center
in Houston in 1983 and completed a residency in obstetrics and gynecology at Methodist and Parkland Hospitals in
Dallas. Dr. Guajardo has served as chairman of the Department of Obstetrics and Gynecology and chairman of the board
at Valley Regional Medical Center in Brownsville. He is a founder and currently serves as president and chairman of
the board of Brownsville Surgical Hospital. |

Scott Holliday, D.O.
Dr. Holliday is an anesthesiologist at Pinnacle Partners in Medicine and chairman of the Arlington
Memorial Hospital Department of Anesthesiology. He is a member of the American Society of Anesthesiologists,
Texas Osteopathic Medical Association and Texas Medical Association. He is also an American Board of
Anesthesiology Diplomate, and the Texas Society of Anesthesiologists District 2 State Delegate. Dr.
Holliday received a bachelor’s degree from the University of Texas at Austin and a Doctor of
Osteopathic Medicine from Kansas City University of Medicine and Bioscience. He completed his anesthesiology

Melinda McMichael, M.D.
Melinda McMichael, M.D., graduated from Kansas State University and received her medical degree from the University of Kansas. After completing a residency
in internal medicine at the University of Texas Heath Science Center at San Antonio, she served a year as chief resident and clinical instructor in internal
medicine. She now practices primary care and internal medicine at the University of Texas at Austin University Health Services, where for several years she
was the medical director and has continued to contribute in various other clinical and administrative capacities. Dr. McMichael is board certified in
internal medicine and is a member of the American College of Physicians, Travis County Medical Society, Texas Medical Association, American Medical
Association and the American College Health Association. She has previously served as a public member on the board of directors of the State Bar of Texas,
and volunteers at the Volunteer Healthcare Clinic in Austin. |

Margaret McNeese, M.D.
Dr. McNeese, of Houston, is the associate dean for admissions and student affairs and professor of pediatrics at the University of Texas Health Science Center
Medical School in Houston. She is an expert on child abuse and has authored numerous articles on the subject. She is a member of the American Academy of
Pediatrics and is a member of and former alternate delegate to the Texas Medical Association, where she previously served on the Child and Adolescent Health
Subcommittee and the Child Health Committee. Dr. McNeese is also a member of the Southern Medical Association, the American Medical Association and the
Houston Pediatric Society. She previously served on the Harris County Child Welfare Medical Committee, the Mental Health Mental Retardation Advisory
Committee and the National Committee to Prevent Child Abuse. A graduate of Mary Baldwin College in Virginia, Dr. McNeese received her medical degree from the
University of Texas Medical Branch in Galveston. |

Allan N. Shulkin, M.D.
Dr. Shulkin has been a physician in private practice at Pulmonary and
Critical Care Medicine in Dallas for more than 25 years. He has also
served on the Dallas County Medical Society Board of Directors. He is
currently a member of the board of managers for the Dallas County Hospital
District and Parkland Memorial Hospital. Dr. Shulkin received his bachelor’s

Dr. Snoots, of Dallas, is an orthopedic surgeon and medical director of the Baylor Sammons Bone Tumor
Center at Baylor University Medical Center. He is a member of the American and Dallas County Medical
associations, American Academy of Orthopedic Surgeons and the Texas Medical Foundation. He is also past
president of the Texas Orthopedic Association. Dr. Snoots served in the U.S. Army and received two bachelor’s
degrees from Texas A&M University and a medical degree from the University of Texas Southwestern Medical School. |

Paulette Barker Southard
Ms. Southard, a native of Alice, has been a teacher
and a physician recruiter and is currently in the real estate
business in Alice. She graduated from Baylor University. Her
civic activities include past president of the Alice Chamber
of Commerce, past president of the Rotary Club, past president
of the Alice Board of Realtors, past chairman of the Alice 2000
Task Force, and membership on the Alice Planning and Zoning
Commission, the Alice and Jim Wells County Highway 44 Task Force,
the Alice Independent School District Facilities Study Committee,
the Jim Wells County Leadership Committee, the Bull-A-Rama Committee,
the Master Planning Association and the Alice Industrial Foundation. |

Stanley Wang, MD, JD, MPH
Stanley Wang, MD, JD, MPH, is a practicing cardiologist with Austin Heart,
where he also serves as the Director of Legislative Affairs. After
graduating from the University of Texas at Austin, he went to medical school
at the University of Texas Southwestern Medical School in Dallas and was a
member of the Alpha Omega Alpha National Medical Honor Society. He also
earned his law degree from University of Pennsylvania Law School and
Southern Methodist University Law School, as well as a masters degree from
Harvard School of Public Health. He completed his internal medicine
residency at Duke University Medical Center and finished his cardiology
fellowship at University of North Carolina, where he is currently an Adjunct
Assistant Professor of Medicine. He is board certified in cardiology and
internal medicine.

Timothy Webb, J.D.
Timothy Webb, J.D., a native of Nashville, Tennessee, received his law degree in 1995 from the Thurgood Marshall School of Law at Texas Southern University
after serving as an officer in the U. S. Air Force. Mr. Webb worked in the corporate section of the law firm of Akin, Gump, Strauss, Hauer and Feld in
Houston, then formed the law offices of Webb & Associates. He is a member of the State Bar of Texas and has served on several committees of the Bar. He is
admitted to practice in the United States District Court for the Northern and Southern Districts and serves on the Cypress-Fairbanks I.S.D. Legislative Study
Committee and Bond Steering Committee. He served on the Texas Physician Assistant Board from 2000 to 2007 and as chairman from 2004-2007. |

George Willeford III, M.D.
Dr. Willeford, of Austin, attended medical school at the University of Texas Southwestern Medical
Branch in Dallas, where he was a member of the Alpha Omega Alpha National Medical Honor Society. He
completed his internship and residency at Parkland Memorial Hospital and the Dallas Veterans Administration
Hospital. He is board certified in both internal medicine and gastroenterology by the American Board of
Internal Medicine. He holds memberships in the Travis County Medical Society, Texas Medical Association and
the American College of Physicians. He is a Fellow of the American College of Gastroenterology and has served
as secretary-treasurer of the Austin Society of Internal Medicine, a member of the board of directors of the
Seton Physician’s Hospital Network, and a member, appointed by then-Governor George W. Bush, of the Managed
Health Care Committee. He was also on the board of directors and was chief of internal medicine at Seton Medical
Center. Dr. Willeford has practiced in Austin since 1980. |
